That one looks decent from the pics... about right for the price too.
Offer 'em 4000-4200 and see what they do.
As for your other questions.
-PC i have no idea on... depends on the area
-Rear grab bar is held on by 2 bolts... 5 min tops.
-Seat cowls are around $70 on ebay. make sure you get the filler plates too, or you will have a gap from where the grab bar was.
-Suspension mods. GSXR front forks and ohlins or penske rear shock. makes worlds of difference (so i've heard)
-Stock tires. I have 10K on the stock front, 2-3K to go. Had almost 5 on the stock rear, replaced cause it was plugged, put a stock replacement on it... i expect about 8K out of it.
As for replacements... same as any other bike, depends on what you want to do
