Would be funnier if they made it sound more realistic. Not the licensing but something along the lines of...
"The DOT has had trouble defining what wreckless and uncontrolable driving is leading to many cases of motorcyclists who performed stunts on the street to have the cases against them thrown out. A district judge has ruled that they cannot determine wether a driver is out of control or within their riding abilities. It is expected to go to the Florida supreme court"
