Default Kids as Passengers

What is a good age for kids to be a passenger on the bike?

Not so much age but size. I feel they should be big enough & strong enough to hold on with their feet on the foot pegs.

I have seen clear plexiglass/lexan shields fitted to the swingarm to keep junior's feet from being caught in the wheel.

That sounds like a good guideline.
They also make belts and vests with grab handles built into the back that should help a child (or any passenger) hold on.

I took my daughter on her first bike ride at 5, but we never left the parking lot, at 6 we would go for ice cream and back. Now at 9 she can stay on the bike for about an hour before she starts to get antsy. I put my son on the bike for the first time this summer right before his 4th birthday, I started it up, put it in first and walked him across the parking lot, he sat behind me the whole time and yelled faster faster while he bounced around. its cool that he wants to ride, but the bouncing was a definate sign that he isnt ready. Although I regularly put both of them on the mini bike and push them, my daughter keeps putting her feet down so I wont start the engine, once she gets used to the brakes I might turn it on for her.
