Spanish ingenuity…!
The video is in Spanish but you get the idea. The police are demonstrating a guys bike that was set up to keep from getting a ticket from one of those photo radar traps.

I originally thought it was going to be that license plate bracket that springs up when you push a button. Those have been out for years. This reminds me of the Transporter movies.
