China played games such as having some middle of the totem pole official take the place of China's leader in talks with other world leaders (even sitting across from President Obama) and then having the guy go make phone calls to his superior. They kept stalling the meetings and wanted to flex their muscles as a new super power and on top of that make it look like an Obama faillure and that the rich nations walked away because of their greed.

It worked very well.
