From what I have seen, it's usually the people who shouldn't be wearing a thong that choose to wear one, and it's hard to put a measure in place saying you have to be this hot, thin, etc to wear one.

I still have the imagines of a lot of fat Europeans going topless and in speedo's on a beach in Tunisia. I was scared to open my eyes!

It's kinda like Hippie Hollow, the famous (at least locally so) nude beach here in Austin.
