That's because it pays to just stay in business and pay whatever fines come up. If there was a policy of escalating fines, then companies like this one would be far less likely to continue offending.

Since you can't get a bad egg without a DeCoster, and a DeCoster can't come from a bad egg, I'd say the DeCoster.

The same thing happened with chicken farms. Shake the tree for the first time in, well, ever, and all sorts of crap comes falling out. It's funny how all the "rules and regulations" don't actually prevent the issues those in the business of making said laws insist they will prevent. Laws for the sake of laws. Hmmm, where have I heard that before?
