Anyone here smart enough to use the street markings and time to estimate the officer's speed?

My mom has a 2002 Impala similar to what a lot of cops drive. I'm not sure if that was the car but my mom's Impala can stop fast as shit. When I stopped the video it did look like she was wearing a uniform to me. It also looked like the car that hit her was no longer on the main road, but I couldn't tell if it was a sideroad, construction access, or something else.

he should have known that scene was cming up. seen tail lights/whatever.
