IMO, the intent of Bush's Moon\Mars initaive was not to actually put us on the Moon or Mars.
It was to create a politically favorable enviroment so that they could kill a lot of NASA research programs.

Hey We're going go to MARS!!!! Isn't it exiting....why waste time with all your silly "science projects" when we can go to Mars!!!.

Now...lets kill those silly programs of yours so that we can get "MEN ON MARS!!!!"
