If he was working on the phone capabilities software, it would seem that he would need a field device to test it.

They may not necessarily want the software "out there" they just want the buzz and rumor mills to start churning. They want the excitement and speculation to devleop and build. Dropping the internals into an existing style or prototype case isn't alot of trouble either.
