It's become such a blatantly obvious pattern that it's a sick joke among people in my department who aren't buddy buddy with the boss and people outside the department sick of dealing with the useless and lazy pieces of shit that manage to do less than the bare minimum and yet face no repercussions because the boss covers their asses.

Transfer or no transfer, I'm about done with this job. I refuse to continually pick up the slack for people who can't be bothered to work.
