I believe it's mostly up to the cops discretion what HE considers to be reckless. Of course the judge can throw it out in court but the cop has the "right" to write the ticket.

thats a good and bad thing writing a wreckless/careless driving ticket since it is at the cops discression. If he wants to be a dick he can realy hammer you for it, but they can also be tossed kinda easily compared to a speeder where he got you on radar.
