But the fact that people say that, and that apparently its a common expression, shows that all the talk you hear about racism and discrimination bening ancient history and that ignoring it will make it go away is BS. An expresion like that shows a concious or subconcious belief that excuding someone because of their race is normal or expected.

The more PC the world becomes, the more "hidden" racism becomes. Not everyone grows up in an environment that is "racist' free. If you did, your parents were hippies.
