Probably the US is the best place. I don't know the Canadian law system (nor fully understand the ins and outs of the US) but I believe at least in the US the police/government has to jump through a few hoops. Here in America doesn't a judge have to sign and authorize it and is liable if the search is not justified or constitutional?
