From my observations, the "little wheels peeping out like turtle legs" style is popular with Hispanics in the Southwest & Cali. However I do remember a lot of Blacks in the Detroit area doing it a few years ago, even on econoboxes like Ford Escorts.

Yea the little wheel thing is something that the hispanics took over from the blacks. I think the black went almost exclusively to the big wheel side of the rim situation. At this point, if you don't have 24''+ on your vehicle then you aren't crap!
