It doesn't take much to just ride away once the cars are stopped like they were. As far as the second cop running over there, he wasn't doing it "just for fun" as the dad says, he was helping the other cop. Just because the bike pulled to the side of the road doesn't mean this guy has surrendered. His hands were still on the handgrips and the bike was still running. If he'd truly surrendered in a way the cops would easily recognize, he'd have put the kickstand down, shut the bike off and had his hands on his head or in the air already.
