It's an old style of construction referred to as "double-brick." Both the internal and external walls are brick, usually with a small void in between. In this case nothing else was used to reinforce the construction so when the mortar deteriorated, the wall came down.

I don't believe in them. A phone is a phone, not a Swiss Army Knife. Couldn't have gotten anything worth keeping, anyway. The lights I was backlit in the Library building and those lights can't be turned off. If they could have been, I could have gotten a spectacular shot of two firemen, right outside the window, with the hose running and the fire right behind them.
... if I'd had a camera. ... if I could control the lighting. ... but I didn't and couldn't.
