Since it has a stock do you have to register it as an SBR?

nope, it is classified as a pistol

the colt 1911 has an optional bolt on stock but it's still a pistol. i think the sbr laws state that it has to be manufactured as a rifle and be modified

um I believe The National Firearms Act defines a rifle as a shoulder-fired weapon, which uses a rifled bore to discharge a shot. According to NFA 34, a Title I rifle has a barrel in excess of 18 inches, and an overall length in excess of 26 inches. A short-barrel rifle is a rifle with a barrel shorter than 16 inches, or an overall length less than 26 inches.

I would write the ATF to confirm or deny that it will not have to be registered, or that you need to fill out a form to register it as a SBR.

all the shops i have seen them in sells them as a pistol. the shoulder stock is removable and it shoots pistol ammunition. the skorpion has always been a pistol, just like the cobray m-11 is a pistol

however as long as you don't put the stock on it is a pistol. so i suggest the stock stays off

a letter asking them about the legality of a firearm is nothing they get them all the time for clarifaction of rules and regs. Once you receive a letter from them even if they later claim to change their mind you have written proof and they cant really say shit.
