see what a shop would charge... probably close to 100... and give him the quote. if he doesn't pay... report his ass... if he does... take the money, paint that scratch yourself... and then report his ass

Did you call the cops on him in the first place? Chances are it's illegal for him to be driving without insurance already. So that ontop of everything else may have been enough to get him to cough up the money to fix your bike. Sorry to hear that man.
