Not anymore, but at one time he was dirt cheap. Now the guy is a popular character, who's show is seen on every continent with an audience of a couple hundred million. The BBC also grew that character and that show since the 80s, its well established and has a huge fan base around the world. Top gear USA had 1.9m viewers on its first episode, good but not great. Leno would have doubled that, but I doubt that his bump would last more than a few episodes before it lost the non-car guy viewers.
I believe the show will be renewed for a 2nd season, possibly a 3rd if it keeps a steady 1.25m viewers through the first season. I also dont believe the show will ever be as good as its UK big brother. The characters aren't as likable, and I truly doubt they would ever give a bad review unless its a car not sold in america (gotta keep those sponsors happy). If the show does make it to a 3rd season then it has a solid chance of being a history channel or (move to) discovery channel staple like the deadliest catch or ice road truckers. It has potential. Really what would make the show much better is to get rid of the dark haired dude, and replace him with an older comedian, that has stage presence and acts as the group leader (something that was def missing). Leno would fit that bill, but again his price tag is probably too much, and if he was offered the show he wouldnt take it because it isn't a guaranteed hit like the tonight show is, it would just ruin his reputation more than the other Leno show did.
